A GHOST NAME IS NOT YET A GHOST VOTE — SO HOW DOES THE GHOST PASS BVAS?

The AI voter-register scare is real. But 2027 is not yet a haunted election.

By CharlesCNG

A ghost name in a voter register is like a mannequin standing in a polling queue: frightening at first glance, but it still cannot stretch out a finger, present a living face and pass biometric accreditation.

That distinction is getting lost in the uproar over suspected AI-generated photographs in INEC’s preliminary register.

INEC ICT Director Lawrence Bayode says more than 11 million records came through the 2026 Continuous Voter Registration exercise. Its Automated Biometric Identification System, ABIS, flagged 1,545,052 for irregularities.

Of those, 1,277,252 had already been removed, leaving roughly 267,800—about 2.4% of the CVR batch—for human adjudication. Those 267,800 are not proven “ghost voters”; AI-generated photographs are only one category within the suspicious records.

Ironically, technology helped expose the problem.

ABIS uses automated biometric matching to detect duplication and suspicious registrations. The preliminary register was published precisely for claims, objections and further scrutiny before final certification on December 15.

Nigeria has been travelling this road for years. The Smart Card Reader introduced biometric authentication nationally in 2015.

BVAS added fingerprint or facial recognition and was tested in bye-elections before use with IReV in Anambra 2021, FCT 2022, Ekiti and Osun 2022, then nationwide in 2023.

So the question remains: HOW DOES THE GHOST PASS BVAS?

Under the lawful process, a name is not enough. A voter must physically appear, present a PVC and be authenticated on BVAS by fingerprint or face before receiving a ballot. INEC’s newer controls also compare votes entered with BVAS-accredited voters, test mathematical consistency and automatically flag over-voting.

A fictitious person therefore cannot ordinarily vote merely because a fake record exists. Turning that ghost record into a ballot would require another crime—fraudulent biometrics, impersonation, insider collusion, deliberate bypass of BVAS or later falsification.

That is serious. It is not the same as saying: “We found suspicious photographs; therefore 2027 is already rigged.”

Opposition politicians are entitled to demand investigation and prosecution. But alarm must not outrun evidence.

Technology is also creating independent safeguards. Yiaga Africa’s Watching The Vote uses observers, data and PRVT methodology to verify election results.

SoftSmart Enterprise Solutions’ Smart ElectionGuard Pro uses AI-powered OCR and advanced Google image-recognition technology to ingest Form EC8A, extract and parse result figures, validate and structure the data, preserve the original sheet, then trace results from Polling Unit → Ward → LGA → State. The system was publicly described as processing EC8As in about 30 seconds with over 95% extraction accuracy.

That is the future: Not “Trust INEC.” Not “Distrust INEC.” VERIFY EVERYTHING.

The fake photographs are a red flag. Clean them out. Find who planted them. Prosecute wrongdoing.

But before declaring that ghosts will vote in 2027, remember: A GHOST NAME IS TROUBLING. A GHOST VOTE REQUIRES A MUCH BIGGER CRIME.

CharlesCNG
