Russian authorities arrested a minor suspected of planning a mass casualty attack at a major Moscow museum following an intelligence tip-off from the United States, Russia’s Federal Security Service (FSB) announced. The FSB stated that critical information shared by U.S. law enforcement facilitated the identification and apprehension of the teenage Russian citizen. In a rare public acknowledgment, the agency noted that it was “grateful to the US side for the information provided”. The arrest followed a public security alert issued by the U.S. Embassy in Moscow, warning that it was tracking a “credible threat of a mass casualty event” targeting the Tsaritsyno Museum Reserve. While museum officials initially indicated they had received no direct warnings, Russian state media reported that several scheduled events were swiftly canceled and security protocols tightened. According to the FSB, the unnamed suspect was tracked down after posting content on TikTok showing himself dressed in tactical gear with an object resembling an automatic weapon, alongside photos taken at the Tsaritsyno Museum Reserve captioned, “I found a place”. Investigators also discovered that the teenager was subscribed to a neo-Nazi Telegram channel and had extensively searched online for material regarding past mass murders and terrorist acts. Airsoft weapons were recovered during a search of the suspect's residence. The sharing of security warnings falls under Washington's long-standing “duty to warn” policy, which obligates U.S. agencies to alert foreign nations and expatriate communities to potential threats. The successful cooperation contrasts sharply with past intelligence exchanges. In March 2024, U.S. warnings regarding imminent ISIS plots targeting large gatherings in Moscow including concert venues were publicly dismissed by President Vladimir Putin as provocations, just days before the tragic Crocus City Hall attack. However, Putin previously thanked the U.S. administration in 2017 for intelligence that thwarted a planned bombing at St. Petersburg’s Kazan Cathedral.
